The responsibility of the Fiscal Officer is to oversee the operation of the Fiscal Office. The main function of the office is to manage the finances of the Township. This includes paying the bills, accounting for all financial transactions, following all the rules and regulations for appropriating and purchasing goods and services as need by the Township. The Fiscal Office is also responsible for keeping past and current records of the Township that include but are not limited to an accurate record of the Trustees' meetings, employee records, contracts, emails and much more. |

-Took the township financial record keeping from ledger sheets to completely computerized. -Inherited the audit of the 2005 and 2006 books, which the Auditor of State had declared un-auditable. Started the audit of 2007 books. Working with the auditors corrected the problems with 2005 and 2006. Finish the audit of the three years at the same time. -The audit of the 2008 and 2009 books was completed from start to the issue of the audit report by the Auditor of State in less than 60 days. -Reduced health insurance costs by implementing a self-insurance program where the township insured the insurance deductible using a combined HSA/HRA program that started in April 2008. Since then have increased employee contributions to the program, which reduced tax payers cost. -Implemented oversight to reduced expense across all departments by providing department heads monthly cash flow reports using the pivot table features in Microsoft Excel. -Implemented a web based time sheet system that moved time recording keeping from paper to computer. -Implemented reports for department heads showing time sheet hours to better manage overtime and employee wage costs. -Implemented reports driven from the payroll system to determine payments to the Ohio Public Employees Retirement System and the Ohio Police & Fire Pension System. -Provide monthly financial reports to the public on the township’s web site. -Provide transparency for all financial transactions of the township. -Implemented a five year forecast of capital needs by department and established capital reserve funds to meet those needs. -Provided forecasts of operating expenses and tax revenues for negotiation with the fire union, which included numerous scenarios of wage and benefit costs. -Reviewed and renegotiated lease agreements for equipment. |
Dr. Mark Gerber, Fiscal Officer

Mark was born in St. Paul, Minnesota. After receiving a B.S. in mathematics from Worcester Polytechnic Institute, he moved to Columbus and earned M.S. and Ph.D. degrees in nuclear engineering from The Ohio State University. In 1979, Mark founded a financial analysis and electricity market price forecasting firm, M.S. Gerber & Associates, Inc. He served as the company's CEO and CFO until he sold the company in 2004 to an international firm and retired in 2006. He and his wife, Carole, have lived in Liberty Township since 1995. They have two grown daughters, Paige and Jess, and two grandchildren.
Mark brings 30 years of business, financial and computer experience to the Liberty Township Fiscal Officer position. He is pleased to serve the residents and pledges to see that the township's money goes where it is treated best.
